The sea is an accurate metaphor because like the sea, which constantly advances as the tide comes in, the revolutionaries rose and rose until they spilled over into their frenzy of blood and violence. At this point, like the incoming tide, there is no escape for those in the way revolutionar or noble. The mob, like the sea, makes no exceptions.
